Was the state, under the standing Memorandum of Understanding, obligated to pay the full cost of reconstruction?  Could Orbital ATK have simply refused to re-negotiate?

An error in the Richmond Times-Dispatch article?: Bob McDonnell was inaugurated Governor of Virginia in January 2010.  If the date of the original MOU is correct, then it would have been signed during the administration of the previous governor, Tim Kaine--he is now of the state's current US Senators.

(Tim Kaine's predecessor as Governor is Virginia's other US Senator--Mark Warner.)

"Repairs are ongoing at the facility and could be completed by the end of September. Officials said the plan is to hold a test fire of a rocket on the launch pad by the end of the year or the beginning of next year."
