John is saying they are shooting for a window coming up (it is currently about 75 miles away, but that may be more or less time given how fast the weather travels), and wanted a 20 minute heads up (to reset T-0 and get the spacecraft ready to go on internal power) from the weather folk

I think John said the window is 90 minutes. That means they have until 23:24 UTC to start the count.
There might be a chance of some clear weather passing overhead. They'll need about 25 minutes notification.
