I can imagine they can do quite well getting some robotic missions to the moon successfully accomplished, but I can't really see them doing manned missions (launchers/vehicles) without major support from someone like NASA, ESA, Russia (or even China) plus starting to throw a whole bunch of money into their space programs. I think their ambitions are in the right place, but reality will be totally different.

Good to have goals and the money behind it, but that is too ambitious a timeline for a country that is yet to really progress past a few unmanned launches.
