The rumor is probably wrong - Anatoly Zak reports that the slip is caused by a failed overhead crane at the MIK that is required for moving the rocket onto the train transporter.

I don't think, that a fire in a shopping facility may cause the postponement of the launch $:-\$ . Baikonur is not only a cosmodrome, it's also a city.
