The spacecraft arrived at Baikonur on December 1.

Is that MIK-90 (i.e. the old Tsyklon HIF) in the photo? If not, where is that?

Site 92-1 and 94 are active processing areas for UR-100N derived launch vehicles. Site 90-5 is listed as inactive as Site 90 facilities for Tsyklon facilities are filed with UN and in START as dismantled.

Not to a launch pad but from a fuelling station on area 31 to an assembly building on site 2A.

Roscosmos now showing a launch time of 04:55:03 UTC on December 18. That's right in the smack middle of GSLV-III's launch window.....  ::)
