You should really consider that people in the Chinese aerospace industry work 7days/week instead of 5days/week, then the next launch could take place as early as on October 16th.

Hmmm......we got official confirmation (in a SJ-11-07 post-launch article) that SJ-11-08 is in parallel processing for launch at Jiuquan right now. So that essentially confirms that this one will go up in mid-October.

The same article mentions that SJ-11-08 will be the last satellite of the series.

Actually they meant
before October 24 (CE-5-T1 launch) - a clue was that people visiting the center on Oct. 12 reported that they were told not to point the camera towards that pad, which means the rocket should be there already. I think it should launch earlier than that - maybe closer to the 20th or even 18th.

JIUQUAN, Gansu, Oct. 27 (Xinhua) -- China successfully launched an experimental satellite into preset orbit from Jiuquan Satellite Launch Center in its northwestern gobi desert on Monday.
The Shijian-11-08 was boosted by a Long March-2C carrier rocket at 2:59 p.m. Beijing Time.
The satellite, which was developed by China Spacesat Co. Ltd under the China Aerospace Science and Technology Corporation, will be used to conduct scientific experiments in space.
This was the 197th flight of the Long March rocket series.

A prototype of the SJ-11 series spacecraft was launched as SY-2 which also introduced the CAST2000 platform. It was known that SY-2 has the (secret ?) designation QS-1. QS stands for Outpost (Qiánshào; 前哨), which is likely the designation for the whole satellite based missile early warning program. 2013 saw the introduction of the CAST3000 platform by SY-5. At least one source has told that this was QS-2. So maybe in the near future we will see the first operational flight, very likely within the SJ-series.

Hmm....
this article (
about one of the chief designers of the payload system on SJ-11) that was only dug out recently seems to unambiguously pointing to SJ-11 being ELINT related, with sprinkles of mentioning of signal detection here and there.
I suddenly remember that the French have similar small ELINT satellite constellations - ESSAIM and ELISA. Maybe they serve a similar purpose, but with 4 operational orbit planes?
