     Becoming 10-11PM, winds 270@10knots, showers in the vicinity, scattered 2000, broken 5000, overcast 8000
  BECMG 2106/2107 27008KT 9999 NSW SCT030 BKN080 QNH2994INS
     Becoming 2-3AM, winds 270@8knots, no significant weather, scattered 3000, broken 8000
If it was Becoming 1-2AM, chances of launching would be much, much better, but with the instantaneous window, still tough.

When looking at those weather maps, keep in mind that the current rain off the East coast of Florida is moving South, toward the Cape.  Usually storms move West to East or toward the NorthEast, but when the Low is over the bahamas like this, they move the other way.

The low is causing a cyclic motion. The bands are moving south and east along the coast, not on-shore at the moment.
