From the presser around the the 21 minute mark, from Dan Hartman, There were major modifications to the Dragon between SpaceX 3 and SpaceX 4
Note than Hans walked that statement back later in the Q&A. Most of the modifications were payload-related, major to NASA but not "major" from SpaceX perspective.

Yes, he specified hardware upgrades on the avionics side and some hardware was moved from the pressure vessel to to outside, he categorized them as refinments and improvements. Not grand changes

Even with lower pressure stimulating rain, during the day convection is always adding to precipitation and by 2AM local time, that effect is gone. That's the only aspect giving today launch a shot.

Would a solid overcast @ 10 thousand feet or light rain be a problem ?
Both don't sound bad even for a light cessna to fly IFR (into the clouds).
NASA mission gets lots of NASA rules. I wouldn't be surprised if NASA doesn't allow CRS launches unless the board is all green, regardless of F9R being able to take it anyhow.

The SpaceX launch control team has been given a “go” to fuel the Falcon 9 rocket for the launch of SpaceX CRS-4 to the International Space Station. There is a 30 percent chance for favorable weather at the liftoff time, which has changed by one second to 2:14:38 a.m. EDT Saturday.
