Because I missed it in the article, so highlighting it.
Approval will allow for the opening launch attempt to take place on September 19, aiming for what will be an instantaneous T-0 of 02:38 local time. Should SpaceX delay, or suffer from a scrub, an alternate opportunity exists for the next day, with an instantaneous T-0 of 02:16 local time.

CAPE CANAVERAL, Fla. – Inside a laboratory in the Space Station Processing Facility at NASA's Kennedy Space Center in Florida, vials for the Protein Crystal Growth 2 experiment are being prepared for an acceptance leak test. The vials will be filled with clear water and then put in a vacuum chamber to verify that they are providing adequate containment for liquids. The experiment is one of many that will be delivered to the International Space Station on the SpaceX-4 commercial cargo resupply mission. Kennedy's ISS Ground Processing and Research Project Office is providing the necessary laboratories, equipment, supplies and consumables for 61 principal investigators, including 17 from other countries, as they prepare their science experiments for flight. Probably thanks to SpaceX and their weird policy, there is not a single image of the vehicle or Dragon posted anywhere yet. Not even the KSC media archive which usually posts processing stuff.

Yes, he specified hardware upgrades on the avionics side and some hardware was moved from the pressure vessel to to outside, he categorized them as refinments and improvements. Not grand changes

Even with lower pressure stimulating rain, during the day convection is always adding to precipitation and by 2AM local time, that effect is gone. That's the only aspect giving today launch a shot.

Both don't sound bad even for a light cessna to fly IFR (into the clouds).
NASA mission gets lots of NASA rules. I wouldn't be surprised if NASA doesn't allow CRS launches unless the board is all green, regardless of F9R being able to take it anyhow.

Seeing under which conditions they launch at Baikonur and seeing that the range systems and rules change to go on board the rocket for self termination launch weather rules can and will be much relaxed in the future.
Also Brownsvill likely will provide some relief.

I'm a private pilot with instrument rating. In the 90s I flew about one hundred times into X21, one of the closest open use airfields to the Shuttle Landing facility.
I'm also a Skydiver. I jumped hundreds of times out of X21 (Arthur Dunn Airpark).
We could see the shuttle landing facility from jump altitude very well.
The weather there is great around 90% of the time during the day.
In the night the weather is great at least 95% of the days.
NASA wouldn't have choose the cape if it was a place with lots of crappy weather.
Frequent operations are possible at the cape. Specially with today's weather forecasting.
Frequent operations isn't about launching every single day. Its about launching every week or a little more.
Having a couple of weeks per yr when operations can't go due to weather is acceptable.
In time rocket safety should evolve such that a launch today might be possible.

Next SpaceX CRS-4 Launch Opportunity Sunday, Sept. 21

Because of weather conditions that violated the rules for launching, SpaceX has postponed its planned launch of its Falcon 9 rocket carrying the Dragon spacecraft. It is SpaceX’s fourth commercial resupply services mission to the International Space Station.
The next launch opportunity is Sunday, Sept. 21, at approximately 1:52 a.m. EDT. Live countdown coverage begins at 12:45 a.m. on NASA Television and NASA's Launch Blog. The weather forecast calls for a 40 percent chance of acceptable conditions.
The fourth SpaceX cargo mission to the space station under NASA's Commercial Resupply Services contract is scheduled to launch from Space Launch Complex 40 at Cape Canaveral Air Force Station in Florida. The spacecraft is loaded with more than 5,000 pounds of supplies, science experiments, and technology demonstrations including critical materials to support 255 science and research investigations during the station's Expeditions 41 and 42.
