What is bothering me is the connection to 14С022. The 14Ф142 and 14C022 are mentioned in the same paragraphs in Energia’s annual reports.

14С022 features SPD-M100 electric propulsion from Fakel, and BOKZ-M star trackers. Sounds like an upper stage, so why also a Fregat? Energia used electric propulsion for the delivery of Egyptsat-2.

Fregat № 1033 has apparently been manufactured for Tundra, but that is according to the N.K. forum. Any other source of information?

The entry for Kosmos-2510 and Kosmos-2518 are the only entries to show ‘ТМ с СПД-100’.

I wonder if there is a significant difference between TM (which literally translates as "thrust module") and DB (ДБ : двигательный блок / engine unit), which is seen more often in the list of satellites carrying OKB Fakel engines.
TM is used in this article to refer to the electric propulsion system of the Yamal-201 and 202 satellites:

Yet in the OKB Fakel list the propulsion system given for Yamal-201/202 is  "DB with SPD-70", so TM and DB may be one and the same thing.

The presence of an electric propulsion system on the EKS satellites is not all that surprising. The satellites use RKK Energiya's Universal Space Platform (an outgrowth of the Yamal bus), which is known to be capable of carrying an electric propulsion system.

And while we're on the subject : I wonder if 14F154 is the designator for the geostationary component of the EKS system. If RKK Energiya got the contract for the EKS satellites in highly elliptical orbits, it is likely to have received the contract for the geostationary satellites as well.
