GLONASS temporary system-wide outage

The GLONASS system suffered a system-wide outage for about 11 hours a few days ago. Reports indicate that incorrect ephemerides were uploaded to the satellites, which then had to be replaced one by one as the satellites came into range of ground stations.

Why have there been no reports in the popular press about this? Nothing in the Russian media as far as I can tell. This is an embarrassment to Russia. Is the government trying to keep it quiet? I suppose most car navigation units in Russia are still just GPS-based or perhaps GPS/GLONASS and the latter just ignored the GLONASS satellites during the outage so most users did not notice it?

This is really a disaster and it was embarrassment to Glonass operator, as Langley just said. In the meantime, it also alarms the bell for other GNSS system operators.

Latest smartphones combine GPS & GLONASS, and some did not ignore faulty GLONASS.

Technical analysis of the earlier fault:

The uploaded epheremis was a few minutes ahead of their current orbit, but the corresponding timestamp was not included, which resulted in a mismatch between where the satellite said it was and where it actually was.
