AFAIK, the maiden flight of Angara has been announced as suborbital several years ago. Similar, the maiden flight of the Soyuz-2-1a was also intentionally suborbital.

The launch is now scheduled on June 25: http://ria.ru/defense_safety/20140418/1004455386.html

Hopefully it will get as much limelight as the Falcon 9 did (well I guess it definitely will in Russia!)....  8)

Angara carrier rocket scheduled to go into space on June 25

The Angara carrier rocket has been scheduled to go into space on June 25, Deputy Prime Minister Dmitry Rogozin told journalists on Wednesday.

Earlier, Defense Minister Sergei Shoigu said that the rocket launch was scheduled for the last week in June.

"The preparations for the space launching are going on at Plesetsk cosmodrome with the aim to ensure readiness for launching the carrier rocket of a light class on June 25," Rogozin said, reminding that only a few days remained before the space start.

"The preparations proceed strictly in compliance with the schedule set by President Putin at a conference on the space launch schedule parameters that was held last year," Rogozin said.

"No faults have been found in all the parameters of the preparation for launching the Angara rocket into space", Russian Space Agency (Roscosmos) Chief Oleg Ostapenko said.

"No problems have been found by now that might prevent the space launching from being carried out on scheduled date (June 25). Official acts confirming the readiness after comprehensive and autonomous tests will be ready by June 6-8. A final report confirming the readiness of the space complex for launching tests is to be endorsed by June 10. Then, a state commission is to make a final decision," Ostapenko said.

I'd wondered about that -- thank you!  It does make more sense that way, but I like the other version, too.  :)

The first launch of Russia's Angara light-weight rocket, initially set for June 25, may be conducted from the Plesetsk Cosmodrome on June 27.

"Tomorrow the state commission is supposed to make a final decision concerning a date for the Angara launch. It is expected to set the launch for June 27, instead of June 25, as was planned earlier."

First launch of light rocket Angara delayed for 2 days — defense ministry

The state committee has delayed a maiden launch of light rocket Angara from June 25 to June 27 at Russian northern spaceport Plesetsk, Defense Ministry’s spokesman for Aerospace Defense Troops Col Alexei Zolotukhin told ITAR-TASS on Friday.

“The first trial launch of light rocket Angara-1.2PP is to be made from spaceport Plesetsk on June 27,” he said.

The rumor on NK is that delay is caused by some big shot who wants to attend the launch.

I have much more plausible version -- the delay is due to funeral services on Monday June 23 to Vladimir Popovkin, former Russian Space Forces commander and head of Roscosmos. Probably many people in charge wanted to attend, then to go/return to Plesetsk to arrange the launch.
This message reflects my personal opinion based on open sources of information.
