The Sea Launch platform will soon leave the US for Russia. Apparently 12 new Zenit have yet to be launched before Soyuz 7 replaces it. Are there launch contracts for Sea Launch?

Well, it wasn't publicly cancelled, but also such contract never was properly announced.

Xin Guang Hua is the heavy lift ship, inbound to Long Beach. ETA Feb 18 to transport Launch Platform back to Russia.

Now, with the ratification of the Russia/kazakhstan agreement for the Baïterek project, there is no place for the Zenit launcher.

 This is my last day on the program. LP has not yet loaded aboard the heavy lift ship, possibly tonight.

 ACS is taking fuel and provisions onboard in preparation for departure, possibly early next week.

That is no barge. The heavy lift ship is underway, expecting to arrive Slavyanka March 29.
