I wonder what new challenges are being planned? I suppose "grand challenges" are to emulate what DARPA did. The other famous challenges related to space flight are the Ansari X-prize, which was very successful and spawned an industry (suborbital passenger flights), and the Google X-prize which is being retooled to generate more tangible results.
So what challenges does NASA have up its sleeve?
