any speculations on the amount of drag caused by legs on ascent? could it be significant enough to lower mass to orbit rating?

Of course it is.  Nothing is free.  SpaceX has made the trade of mass-to-orbit for reusability and lower cost.
If I like something on NSF, it's probably because I know it to be accurate.  Every once in a while, it's just something I agree with.  Facts generally receive the former.

Of course it is.  Nothing is free.  SpaceX has made the trade of mass-to-orbit for reusability and lower cost.

For mass, this is certainly true.  But the question was about drag, which is much trickier.

Well, it probably isn't a big increase in aero losses, since they're folded up tight to the side during launch and are sitting in the wake of the big, hammerhead fairing.

Dragon is (almost?) of the same size as the rest of the rocket. So for this flight the legs should reach into the airflow, But folded onto the rocket and looking at http://www.spacex.com/sites/spacex/files/landingleg_0.jpg probably not more than a 2 feed (or 60cm). This makes it roughly a square profile instead of a round (diagonal of a square with an edge of 3.6m is 5.09m compared with 4.8m (width with legs is 3.6m+1.2m)). This makes an area increase of 4.0/pi=1.27 or 27% more area.
This is of course a handwaving estimate which could be made at a party, thus ftting here :D.

Indeed. That drop test was a milestone under the commercial crew program. And the drogue location with the that parachute system would not fit under the nose cone with a CBM hatch.

That and the payload power upgrades, yes. Those are the only notable things, I think.
