Normally, a triple launch in the 2nd plane would have made sense.
But the ground stock of satellites is small and the fear of another Proton failure is great.
All Glonass Proton launches also have an alternate payload because they are launch on need. The remaining Glonass-M's are already in Plesetsk.
What happens to the Proton-M and DM upper stage if all remaining Glonass-M satellites are launched individually on Soyuz?

They would be reassigned hence Specktr-RG, Electro-L 3 for example which were reassigned from Zenit.
