No. It means one of conditions is meet. Probably. Failure of 2nd stage restart on first F9 v.1.1 launch already caused some controversy.
Be successful.  Then tell the haters to (BLEEP) off. - deruch
...and if you have failure, tell it anyway.

There is just something about a SpaceX launch.  I don't get the same butterflies and goosebumps with other launch vehicles.
