Now...how about that certification!!!

Oh, and to the gentleman across the pond (Not Chris) who at a particular conference over this past summer said SpaceX was more about dreams then reality...it may be time to start believing in dreams again...

No. It means one of conditions is meet. Probably. Failure of 2nd stage restart on first F9 v.1.1 launch already caused some controversy.
