“The issue was placed on the agenda,” he said. “We reached agreement on meeting in 2014 for negotiations. There is no final decision yet.”
As some media reported earlier, Roscosmos and Nasa have come to preliminary understanding on the item.

It's almost official now, NASA will order Soyuz seats until the end of 2017:

NASA/JSC intends to contract with Roscosmos for these services on a sole source basis for six (6) Soyuz seats and associated services for calendar year (CY) 2018 with rescue/return services extending through spring 2019.
