does that mean they are willing to take small performance hit. I dont think i understand that statement.

They would either have to use more propellant to achieve target orbit or take longer to get there, so would potentially shorten the operational life of the satellite.

Wouldn't it be too short to make any difference? Recycle to -13 takes way longer than 13 min...

It might not be a propellant trade off, it could be sun angles and an electrical power trade off

I know almost nothing about orbits, but shouldn't it be the same thing since its target is a geosynch orbit at a defined longitude? I thought the window was only limited by FAA.
