To add some SpaceX-related element into this thread  , here's a question: apparently there were plans for co-operation between the operator of the Gonets network (Gonets SatCom) and Orbcomm to form a joint global network (which the Gonets satellites would be able to fill in the high-latitude gaps of the Orbcomm network) - a search on the web shows that there's a ORBCOMM — GONETS CIS company in Russia where Orbcomm has a 50% share. So what are the current and future co-operation plans?
