Are there any future Russian interplanetary missions, based on the Fobos-Grunt design, that will use Fregat-SB as the earth-escape/cruise stage?
No. Soyuz-2 will be used for Moon probes.
I feared so. I had hoped that NPO Lavochkin would "get it right" on the second attempt, wherever and whenever that would be. A pity.

I read this and there is so much conflicting info in it

Something about all the parts not available or shipped etc.
Maybe we should setup a kickstarter and buy it for a US museum

Two more Zenit launches are planned after this one, according to TSENKI rep: http://lenta.ru/news/2015/11/25/zenit/ (in russian).
There's actually nothing new there - the 2 are for Spektr-RG (which seems to be sticking to 2017 and Zenit despite earlier rumors of it moving to Proton) and Lybid' (which is as dead as a zombie right now - maybe it can be sold to someone else?).

As I understood things, Sea Launch did not store rockets on-shore. They were transported (up to three at a time) in the Commander and then transferred to Odyssey port-side. Payload integration took place inside the Odyssey hangar.

If the Commander is still in Long Beach, it might not be empty.
I believe that there were two different payload integration events, the integration of the payload with the launch shroud which took place at Astrotech's facility, and then the later integration of the payload shroud with the rocket.

There is DM-SL #37L in Long Beach. It was delivered in February 2014. It can be used only on Zenit-2S/2SB rockets.
