I will speculate a bit. But the fleet is full, and they only have nine more Uragan-M in storage, the model is retired. The sanctions have hit the Uragan-K1/2 design very hard, so they will have a hole between now and the next generation. They will probably only send replenishment Ms when strictly needed.

They’re into the rockets ordered by Roskosmos, the Federal Space Agency; previous rockets supplied under this contract were Т15000-023 and Г15000-026.

I haven't seen complex 16/2 listed for a launch since the last Soyuz-U launch from Plesetsk in 2012.

I haven't seen complex 16/2 listed for a launch since the last Soyuz-U launch from Plesetsk in 2012.
yes. 43/3 is in upgrades for Soyuz 2.1 Family excluding Soyuz 2.1v
yes. 16/2 is in upgrades for Soyuz 2.1v only. This will become dedicated pad for Soyuz 2.1v and its fully decommissioned backup pad is disused pad 41/1. currently 41/1 will not be rebuilt unless a long term need/demand arises.
