Good news! Weather forecast must be better.
You would think so but that doesn't explain yesterday's scrub at T-38(?) minutes. I think that just like every other launch service that upper level winds are not in the main weather forecast. Those only forecast surface level winds, not the ones at altitude.

The Proton Launch System Mission Planners Guide has this paragraph:-
During first stage flight, lateral dynamic loads are generated by wind gusts superimposed on steady-state wind loads generated by the jet stream. LV longitudinal flexible oscillations are produced at 10 to 12 Hz by the natural random pulsation of the engine thrust. There is no pogo phenomenon. The maximum value of these oscillations based on telemetry measurements is 0,35 g.

That's odd, I don't see any actual TLE elements for 41193 on space-track,
just the catalog entry - I gather there's an internal problem with getting the TLEs from JSPOC to the site somehow.

The achieved "target orbit" of the Briz-M/satellite composite was very close to nominal, according to Briz-M telemetry:
Achieved orbital period : 42807.2 seconds
Wanted orbital period : 42807.9 seconds
Difference: 0.7s or 0.0016%!
