Platform: Kaur-4 /MSS-767 (same as Sesat and Express-AM) See page 11 of Stan's pdf ("PM-7 satellite bus")
Total satellite mass: 2600 kg (per Stan's source)
Payload for military/government communications tentatively includes C, X and L bands
A color picture of the spacecraft was posted

Radugas don't always get get Kosmos designations
Radugas do not get Kosmos designation at all. Raduga-1M #1 was erroneously reported to be named Kosmos-2434, but this report was corrected shortly afterwards. Except from this, no Raduga was ever designated Kosmos.

Finally confirmation that this launch will be broadcast live at http://www.tsenki.com/broadcast/ (starts at 21:45 UTC). 
No sign of a webcast. Scrubbed?
Maybe that post about the webcast on TsENKI was a mistake and there was no webcast schedule after all.
Launch is schedule for 33 minutes from now. Just lets wait.
