Practically just about every time they get ready to launch it a Proton fails before its launch. The other times involved the SC and its manufacturing and eventually its reprocessing. That is my understanding of this SC's fate.

What happened?

Have those Russians broken again their satellite?

Is it quality issue again in Russian space industry?

It is a shame!
P.S.: Preparation of the last Raduga-1M satellite on Baikonur cosmodrome is going according to schedule.
