My analysis is that the Russian government has made a strategic decision to create a domestic competitor to the Siberian ISS firm which historically has created all Russian high orbit communication systems, by providing Energia with the technology to build GEO comsats with useful payloads.

At the same time, Energia is poised to deliver turnkey GEO systems by vertically integrating the entire delivery system for GEO, from the launcher to the satellite bus to the payload.

This is a major vote of confidence by the Russian government in the SeaLaunch operation.

The posted presser of the deal does not refer Sea Launch or its operations. The presser only mentions Sea Launch in the company info portion.

The obvious point of the Astrium deal is to give Energia vertical integration in the satellite business, which includes SeaLaunch.
