It is not Special Forces, it is Troops from Foreign Legion (3rd Foreign Infantery Regiment).

It never ceases to give me a chill about the stages from Russian boosters dropping on dry land.  I've seen pictures of locals living in hollowed out booster stages and the like.  It's a totally different world when it comes to assessing safety risks and the like.

IMHO, assessment of safety for landing zones is very rational, except when  irrational mindless followers of ecology religion step in.
Dry land - yes. Heavily populated land - definitely not. All dropping zones in Kazakhstan and Altai are semi-arid places or heavily forested hills, both with very low population density.
Poisonous fuel - yes. Stable poisonous fuel - definitely not. One of two components of proton fuel is a good fertilizer for plants. Other component is so unstable that 24 to 48 hours at sun rays is enough to completely degrade it to neutral compounds. Frankly, long-term dangers of kerosene/oxygen booster stages could be worse than for Proton stages.

IMHO, assessment of safety for landing zones is very rational...

That second link which is eleven years old mentioned they were intending to make alterations to the Proton to mitigate the fuel issue, but the first BBC link makes no mention of if this has been done.
