Quick question regarding Sylda, is the periapsis of the GTO insertion orbit such that it will re-enter the atmosphere?

Target orbit perigee height is 246.9 km, [1], page 2, so Sylda as well as upper stage will reenter within 25 years, due to residual aerodynamic drag at each perigee pass. This is in line with United Nations guidelines [2].
