This is going to add to the cost of launching on SpaceX, ie the cost of this "launch insurance". A cheap launcher isn't so cheap if it doesn't launch on time.

It would appear that one customer has a concern about SpaceX schedule slips. SpaceX will have to demonstrate on-time performance for several customers before this concern is alleviated.
