It was the LOX fill and drain valve. And they did have a tight launch window. They had two 1 second launch windows, about 40 minutes apart.
The flight he's talking about wasn't to the ISS. Mars Exploration Rover launch on a Delta II.

So I did the Cape Canaveral Then and Now tour finally today (been to the Cape 3 times and never did it the previous times). While driving over NASA causeway I was able to get a decent shot of Falcon 9 on the pad. I was hoping they might get us a closer view since we were on that side of the cape but I guess that was just wishful thinking. Did get a good view of a Delta V Heavy in the service structure though from LC-34.

Based off its height I would assume it is a new payload processing building so they would have more room in the main hangar for the Falcon 9 v1.1 and Falcon Heavy.
