Well, don't forget that things are on a tight deadline, and the Russian-designed Sokol suit is a mature flight-tested product.
I'm not sure whether the suit used on China's first manned spaceflight was made in China or made in Russia, but it looks very much like the Sokol suit.

A lot has been realized at home, a lot will be obtained from oversees and then will be incorporated in domestic systems for indigenous development. Nothing wrong in preferring safety. China obtained systems from Russia according to its erstwhile technological capabilities.

At the very least India could have done what the chinese did ie build own version of sokol instead of directly importing it.
The HSF was a perfect platform to showcase India's technological prowess but frankly speaking the news of importing of crew seats and non-EVA suits is disheartening.

IAF completed Level-1 of Indian Astronaut selection at Institute of Aerospace Medicine. Selected Test Pilots underwent extensive physical exercise tests, lab investigations, radiological tests, clinical tests & evaluation on various facets of their psychology.

The first level of astronaut selection has been completed, narrowing 60 test pilots down to 12 candidates who will be given initial training and then sent to Russia for more advanced training:

"The selection of candidates to become Indian gaganauts is ongoing. Currently, seven candidates have undergone a medical check-up in Russia. Five more candidates are set to undergo the check-up," Loskutov said.
On July 1, Roscosmos informed that Glavcosmos and the Indian Space Research Organization signed a contract on Russia aiding the selection, medical check-up and training of Indian astronauts. On August 22, Roscosmos Director General Dmitry Rogozin informed that Russian experts from the Cosmonaut Training Center would hold the selection for the first batch of Indian astronauts.

Gaganyaan launch window targeted for December 2021

Human Space Mission: Gaganyaan is targeted for December 2021. The Gaganyaan Programme has been approved by the Government of India. The design and configuration of major subsystem are finalized. The procurement and system/ subsystem realisation for tests and flight has commenced.
The crew selection and training process for Gaganyaan mission is progressing well including the training in Russia under Gaganyaan Mission.
GSLV Mk III launcher which is ISRO’s heavy lift launcher is identified for Gaganyaan mission. It has requisite payload carrying capacity for Orbital module in desired elliptical orbit. Process for human rating of GSLV Mk-III is progressing well.
ISRO has wide experience in technological areas with respect to Launch vehicle, spacecraft management, ground infrastructure etc. ISRO has taken steps for human rating of existing systems to ensure crew safety. In certain areas where ISRO lacks experience such as Human centric systems, crew training, crew recovery etc., ISRO is planning to collaborate with national and international agencies. MoUs in this regard have already been signed with DRDO labs, Indian Air Force and Russian space agency.

So prior to him now saying this, there was talk about how November 2020 presented a launch window opportunity. I'm then wondering what the next launch window opportunities are after that, which ISRO could target.

ISRO will build its future astronaut training hub at Challakere in Karnataka:

The Indian Space Research Organisation (ISRO) has proposed a ₹ 2,700-crore master plan to create top infrastructure that will house its young Human Space Flight Centre (HSFC).
K. Sivan, ISRO Chairman and Secretary, Department of Space, told The Hindu, “Everything connected with events and planning of the HSP [Human Spaceflight Programme] will shift to our campus at Challakere. We want to establish a self-contained facility there so that in future, whatever training and activities we are now doing in Russia for the Gaganyaan crew can all be done by us here.” When ready, the 400-acre ISRO land at Challakere will be the single-stop consolidating infrastructure and activities related to space travellers.

Such full-fledged facilities, Dr. Sivan said, were needed within the country as the HSP would not be a one-time affair with one Gaganyaan project. “We are going to have a sustained HSP and will need a large number of facilities for training [future] astronauts.”

The amount sought for the HSFC is over and above the ₹10,000-crore approved budget of Gaganyaan. Pending its approval, the centre may take 2-3 years at the earliest to be set up, but would come up after the first Indian crewed flight.
