In case you can't made it out, the dual launch support structure forms part of the fairing outer surface, similar to the SPLEDA system used on the Ariane 4 (as opposed to the SYLDA on the A-4/5).
This was "SPELDA"

A local government news release on the dropping of rocket stages over Tiandeng county in Guangxi province indicates that the launch will occur on April 30 at 4:50 am local time (20:50 UTC on April 29).
Source
Edit: Looks like it's the new drop zone for the four boosters (centered at the village of Huantun, near the town of Xiandu at 23.196937 N,106.939287 E). Distance from the pad to the center of the drop zone is 745 kilometers.
From NOTAMs, Huantun is located in the 1st stage drop zone rather than in the boosters drop zone.

The CALT and Xinhua articles seem to refer to these satellites as "Beidou-2 No. 12 and 13"

Yes and the simulation in the video calls them "MEO3" (separated first) and "MEO4"

AFAIU, CALT calls the SPELDA-like adaptor "dual satellite connecting external support structure" (双星串联外支撑结构) could be abbreviated as "DSCESS"

Screenshots from CCTV7 launch report.
It can be seen that MEO3 was installed in the upper position under the fairing and was released first before the "DSCESS" and MEO4.

I'm not sure about the translation of 串联 (chuanlian) - possibly "serial" as opposed to "parallel" ?
I get 'shuanxing chuanlian wai zhicheng jiegou' (SCWZJ) if you want to play that game (or if we are going to copy SPELDA, perhaps we should use French..)

The expected 4 objects (two Beidou, stage 3, adapter) are cataloged now.
On May 6, A and B were still in the transfer
orbit and no new elements for C and D are available since May 1. It's
possible that C and D were really the payloads and have been temporarily
lost after their move to the expected circular orbit.

Yup,
chuanlian = connected in series (connected in parallel would be
binglian 並联). That SCWZJ term literally means "dual satellite series connection outer support structure", so "DSSS" might be a good English translation.
