If the winners plan is just to sell it off in pieces then their potential customers will need to know who they are in order to buy the piece they want. So why keep it a secret of who they are if all they are going to do is part it out?

Huh?  The winner could be the scrap company itself.  And no, when it comes to scrap, there isn't much formality.  Just show up at the scrap yard.
Tools and toll boxes are resold, there is also the patents and other things on the list, not just scrap metal.

The guys I know don't just bid for scrap metals, they look for the items that can be resold ( were the big money is ).

Anyway as many sites that reported there was to be an auction for Rocketplane Kistler assets I would think at least one would have covered the auction it's self.
