The "NOTAM" was updated for 23 0000 - 23 0047.  I'm almost positive that this is the Dragon and not a Russian launch.

Maybe because it is published by Civil Aviation Authority of New Zealand
FAA is required to list all NOTAMS even those outside of its jurisdiction. The Civil Aviation Authority of New Zealand oversees space launches until its National space agency is set up.
It might be time to switch threads as this thread is intended to updates only.

If Soyuz MS-15 returns on April 1 then Soyuz MS-16 can not be launched on April 15, because there will not be the Russians onboard ISS, so March 20 is the launch date.
