No. This launch is under responsability of Space Forces, not Roscosmos. That's why it doesn't appear in Roscosmos' planning.

This was my guess too, but previous Gonets launches are listed at Roskosmos site, e.g.:

As I understand, those launches made by Space Forces do not appear in this listings.

Also, Gonets is a civilian variant of military Strela-3M (or Rodnik-S), at least that's what they say.
And if it is civilian - it should be a Roskosmos launch...

This was my guess too, but previous Gonets launches are listed at Roskosmos site, e.g.:

Looks like the rocket for Progress MS-04 is Soyuz-U № Р15000-148 (39/136)?

A tender from TsENKI for insurance says the rocket costs 794,006,000 Russian ruble.

further note that launcher Soyuz-U (Т15000-145) has been disassembled and returned to its transport containers. I'm not sure if this was to make space or this launcher is about to head back to the factory. This launcher was swapped out about two weeks before the previous Soyuz-U launched. Still don't have a reason for the previous and current swap so keep a look out for info.

Should be TBD as the launch date was cancelled and postponed after Soyuz-2.1B third stage under performance anomaly on GLONASS-M-53 (Kosmos-2516) flight on May 29 2016. Only the ST-B version has been returned to service and flown at this point so It will be rescheduled after Russian version's RTF and correct orbital plane comes back into alignment to support the launch.

Last Russian launch was on 16.07.2016.
Next Russian launch will be on 23.09.2016.

If my counts are correct, the last time we had a so long break (69 days) in Russian/Soviet launches was in... 1961 !
There was 85 days between the (failed) launch of DS-1 on 21.12.1961 and the launch of Cosmos-1 on 16.03.1962.
And the break is longer and longer... :(

Real? Bogus?
Should be TBD as the launch date was cancelled and postponed after Soyuz-2.1B third stage under performance anomaly on GLONASS-M-53 (Kosmos-2516) flight on May 29 2016. Only the ST-B version has been returned to service and flown at this point so It will be rescheduled after Russian version's RTF and correct orbital plane comes back into alignment to support the launch.
It appears that the Blok I/RD-124 3rd stage could return to flight in November, along with another use of the NK-33 engine in the 1st stage of a Soyuz-2-1V/Volga vehicle.

(The "Americanized" NK-33 was the 1st stage engine for the original version of launch vehicle Antares, retired after the explosion of the Cygnus CRS-3 flight in 2014.)

And, it appears that we don't know what the payload is supposed to be, beyond an alphanumeric designator (14F150)?

And, we don't know what happened to the #1 article?

The first possibility is more likely, as the payloads of the K-2491 type are too small to justify a dedicated launch.
