Even by Zak's own account, only if you count starting from its backup role as Zarya's replacement if it was destroyed or unusable: FGB-2 (aka Nauka) would be outfitted to fulfill its role, although at the time of FGB-1's launch it was only ~65% complete.

First notional public launch date was 2007, although the first one where its current mission as "MLM" was outlined was actually 2009. The real downfall "only" really started about 2013 though, when defects started to be found.

It has changed module designation and purposes more than 5 times thus having to be continuously modified to its new role part of the reason for fuel system contamination et cetera. And the FGB-2 pressure hull is even older with parts dating back to  the Polyus TKS integrated Bus programme. FGB-1 Hull was ex TKS#8 and FGB-2 hull was ex TKS#9.

IIRC, price per seat on Soyuz for NASA in 2018 was about $82 M; per year it gives 82*6 = $492 M.
And again - IIRC - for year 2018 Russian federal funding for space industry was about $1.5 B.
So it's more like quarter than "almost nothing" - of course, if I did not mess up the numbers :)
The appropriated 2018 funding for civilian space activities was 181.76 billion roubles = $2.75 billion.
