I wonder if there will be a space launch during the big military exercise Russia will be doing on 11-15th September.

During 1982 exercise, there were three launches. And there was one in February 2004...

0698-EX-CN-2018 Momentus X1 (16U Cubesat) propulsion demonstrator from Astro Digital
Proposed launch Q1 2019 on Soyuz from Baikonur, using a 16U Cubesat deployer from ECM Technologies in Berlin.

Quote
Momentus X1 is a technology demonstration spacecraft built to the 16U CubeSat standard.  It includes the VigorideTM thruster which energizes water steam into a plasma using microwaves and ejects the super-heated propellant to efficiently produce thrust.
...
The Momentus X1 propulsion system has a very small total impulse, and as such is not being considered as a viable deorbit method.

The source recalled that the first launch of the OneWeb satellites from Baikonur will take place six months after the qualification launch from the Kourou cosmodrome in French Guiana. "The current schedule assumes that the launch from Kourou will be carried out in mid-February 2019, and accordingly, the launches from Baikonur under the OneWeb program will begin in late summer or early autumn of 2019," he said.

Earlier, a source from RIA Novosti reported that in order to prepare the launch site for the launch of OneWeb, from 31 launch complex, the launches of two cargo vehicles Progress MS were transferred to the first launch complex, the so-called Gagarin launch.
