From Energiya's site:

https://www.energia.ru/ru/iss/iss56/progress_ms-09/photo_07-10.html

there are two interesting photos from official meeting after launch and docking of Progress MS-09 (just look at the text on the monitor to the left):

so launch time is 21:51:34.452 UTC (00:51:34.452 ДМВ).

Proton's return to commercial business postponed

By the end of July, the anticipated delay with the delivery of the Eutelsat-5West and MEV-1 satellites until January 2019 required the International Launch Services, ILS, to postpone its planned Proton launch from December 2018 to February or March 2019, industry sources said. The ILS coordinated the new schedule with the officials at Moscow-based Gazprom, who were preparing the launch of the Yamal-601 communications satellite in February 2019 on a subsequent Proton mission.

Because specialists at Northrop Grumman needed more room than usual to prepare the dual Eutelsat/MEV-1 payload inside processing building 92A-50 in Baikonur, their launch campaign could not be conducted in parallel with the work on Yamal-601, which now received a priority in the flight manifest, according to industry sources.

Astro Digital Landmapper satellites.  One satellite already in orbit, up to 30 active satellites at a time planned.  FCC has authorized the launch of first five satellites.
There will be two Landmapper sarellites on Soyuz-Fregat launch in February 2019.
