It looks like the October 2018 Gonets-M launch will be carrying three passengers : two Blits-M satellites as well as a satellite called Radio-2017 developed by "NPTs Malye Kosmicheskiye Apparaty", a daughter company of ISS Reshetnyov based in Krasnoyarsk. Radio-2017 uses a satellite platform called NT-50 that is a further development of the Yubileinyy series of small satellites. The satellite is described as a technology demonstrator and despite its name there are no indications as of yet that it will be carrying a radio amateur payload. Among the tasks of Radio-2017 will be to relay a command to separate the Blits-M satellites (which are two totally passive satellites for geodetic purposes). The launch of  Radio-2017 was originally scheduled for last year, but it has retained its name despite the launch delay.
