So Atlantis is now property of KSCVC. Welcome home, girl.
Or, in other words: NASA no longer owns any Space Shuttle orbiters.
In fact, NASA no longer owns any vehicle capable of launching into space.
Well watching the TV feed this afternoon, NASA still is the owner of Atlantis...it is just on loan to the VC...
So my gues is that they (NASA) still own the other shuttles to (or at least the US goverment is)
Oh really? Why wouldn't they just transfer the entire title over to the VC?
Here is the transfer of ownership of Endeavour to the California Science Center that was signed some time ago (October 7, 2011).

What's with the holdup?
Atlantis is 30 minutes ahead of schedule. So to keep the rest of the events on schedule, they're taking a 30 minute break on the corner of SR 405 to put them back on schedule.
They should be moving again shortly.

Buzz Aldrin will be one of the +30 astronauts from the Apollo, Skylab, and Space Shuttle Programs that will accompany Atlantis when she enters her new home.
Next movement is planned at any moment.
