  The latter.  (Nit: it's OPF/NASA/VAB, not Opf/Nasa/Vab.)

  Someone else here might know, but probably best to check with the Kennedy Space Center Visitor Complex to see if they will be touring the VAB during that time:

• Sent them an email but from their web site it would be unlikely they would do OPF-VAB-KSC in such a short time. IMO it would be OPF-KSC.
  
  "On November 2, 2012, space shuttle Atlantis is scheduled to roll over to Kennedy Space Center Visitor Complex for permanent display as part of the "Atlantis - Celebrate the Journey" event. This will be a special-ticketed event. General admission purchased for November 2 will not be valid. "

• Atlantis is planned to move back to the VAB in mid-October. The Nov. 2 delivery date to the KSCVC is tentative.

  No, because just about everything has changed from a few years ago.  Relatively speaking, the latest information is recent -- only two weeks ago.
