So do I understand correctly that this ORMATE-III panel was already stashed in the MISSE 8 PEC deployed at ELC2 on STS-134, and they were just removing it and setting it up next door on the second MISSE setup point..?

No, the ORMatE was launched on STS-135 (internal cargo).
And, although attached to the MISSE platform, it doesn't resemble a MISSE PEC at all.
