It's a stage EVA by the ISS crew, timed to be during the Shuttle mission. A clever way around that four member shuttle crew issue.

As well as the usual finger guards to protect against accidental knocks like most switches, they also have covers that have to be deliberately released before changes can be made. These are important switches so have extra protection.

That's the first time I've ever seen the words "so excited" and "women's soccer" in the same breath, that's as wacky as female astronauts....oh, hang on

Also, I did once get involved in a kickabout and this fella's girlfriend "joined in" and she nearly broke my leg in a tackle

In fact, I know of no normal procedure where the GPCs are powered off in flight AT ALL. Even the powerdowns have the unneeded GPCs in HALT as they use only around 50 watts vs the 550 watts when executing. The guards are over these as there is no normal reason for the GPC to be powered off.
It's super critical that they not be powered off inadvertently also as killing at GPC at the wrong time could result in loss of control of the vehicle (depending on the config at the time).
