The launch of Soyuz-2-1B rocket with Fregat upper stage and Kosmos (Glonass-M) satellite from Plesetsk cosmodrome is planned on August 25th.

According to Novosti kosmonavtiki forum, the new launch date is August 30th.

Soyuz-2-1B rocket and Glonass-M satellite were delivered on Plesetsk cosmodrome on July 29th and August 3rd respectively.

There is no webcast schedule. This is a military launch, so I doubt also any TV station will broadcast the launch.

Yes, there will be commission at Plesetsk tomorrow, which should decide to launch or to postpone.

The launch has been postponed indefinitely due to the grounding of the whole Soyuz rocket fleet.

According to Reuters, the launch may go forward based on the result of additional safety checks.
