Has commercial crew been done before?

Excuse my ignorance but hasn't commercial crew been done before with Mercury Redstone, Mercury Atlas, and Gemini Titan. It seems to me what people are upset about only started with the Saturns with NASA designing a LV. Please correct me if I am wrong.

Those weren't commercial.  Mercury Redstone, Mercury Atlas, and Gemini Titan were provided by a different government organization.

Redstone, Atlas, Titan II were all air force basaltic missiles re-purposed to spaceflight. Atlas was the US's first ICBM and Titan II served till the 80ies as a mid range ICBM.

Saturn I began life as an Army project. Only Saturn V and the Shuttle were NASA designed.
