Just thought I would be bring this up because it isn't something everyone thinks about.

The recovery of Spacex's Dragon and X-37 (and possibly the flight test Orion) will require a facility to offload and purge out any remaining propellant before transport to other places in the US.  VAFB has plenty of facilities for the X-37.  Sealaunch's Long Beach facility could be used for Dragon and Orion.

What are the requirements for such a facility, apart from being able to handle the fluids? Proximity to a seaport?

Most spacecraft are not DOT certified to "transport" the hazardous commodities that they contain over roads.

Are spacecraft more dangerous then nuclear waste, tank cars loaded with chlorine, maybe even nuclear weapons?

Obviously not, but those things are transported in containers and vehicles designed to prevent eniromental release in the case of an accident. the tanks in a spacecraft don't meet that criteria.
