Upper stage Briz-M was delivered in Baikonur on august 24th, 2010.

I think the payload is XM-5.

Sirius XM-5 Delivered to Baikonur.

An-124 Ruslan airplane delivered Sirius XM-5 spacecraft to Baikonur this morning.
After the customs clearance, the satellite and the auxiliary equipment were transported to site 92A-50 for further prelaunch processing.

Proton-M/Breeze-M are planned to loft Sirius XM-5 in mid October.

Baikonur’s Pad Prepared for Proton/Sirius XM-5 Launch

13.09.2010


Yuzhny Space Center – TSENKI subsidiary- today initiated processing of pad 81 for the upcoming launch of US Sirius XM-5  spacecraft by Proton-M/Breeze-M.
In parallel, foreign experts, with support of Khrunichev Space Center, unload the spacecraft from the container. After that, Sirius XM-5 will be accommodated in the test bench for further prelaunch verifications.

Proton-M undergoes autonomous testing. Breeze-M leak checks are performed. At the filling station, the equipment is prepared for further prop loading into the Breeze’s high pressure tanks.   
 
The launch is to occur on Oct. 14.

Baikonur: Breeze-M Transported to the Prop Filling Station.

Sirius XM-5 launch campaign continues at Baikonur. The spacecraft is to be orbited by Proton-M/Breeze-M on Oct. 14.
 
Today, the Breeze-M upper stage was transported to the filling station, site 31, for further propellant loading into its high-pressure tanks.
In parallel, Proton-M and Sirius XM-5 undergo autonomous testing at integration facility 92А-50.

Proton-M/Breeze-M/Sirius XM 5 launch campaign continues at Baikonur.
US experts completed tests of the spacecraft. XM 5 propellant filling operations into the Sirius’ propulsion system began yesterday.
The launch is slated for mid October.

Russian space experts perform final Proton-M tests. Breeze-M undergoes checks with the spacecraft sim. Sirius’ standalone tests are carried out in the clean room by US experts. Ones these operations are over, the space upper composite is to be assembled.
The launch is to occur in mid October.

Proton-M/Breeze-M/US telecom Sirius-XM5 launch campaign continues at Baikonur.
Experts of Russian rocket and space industry, together with their foreign colleagues, mated the spacecraft with the adapter, prior to integration with Breeze-M upper stage.
Proton-M is to loft Sirius-XM5 from pad 81 of the space port on Oct. 14, at 22:53 MSK.

Prelaunch processing in the view of the upcoming launch of US Sirius XM-5 spacecraft by Proton-M/Breeze-M continues at Baikonur.
Russian space experts, together with their foreign colleagues, completed assembly of the Sirius’ upper composite. The spacecraft was integrated with Breeze-M, and covered by the fairing.
Leak and electrical tests of the stack are performed today.
The launch is to occur at 22.53 MSK, October 14.

Proton-M/Sirius-XM5 Roll Out Took Place This Morning.

At 4.30 a.m., Proton-M/Breeze-M with the payload of US communication spacecraft Sirius-XM5 were rolled out this morning from the assembly building to launch pad 81. Experts of the industry began L-3 prelaunch operations.

I have noticed that the propellant tanks for the Briz-M stage, the APT, end up in a very elliptical orbit, with an extremely low perigee. For some reason, the perigee occurs over southern California, at least for some of the Proton launches, and the APT is a very predictable, and very bright object in the sky after sunset. Because of the high energy orbit, at perigee, the APT is moving very fast in the sky, much faster than most visible space objects.

I don't know why the APT's perigee occurs over SoCal, whether the perigee moves around for most APTs, or is a function of the time of day of launch, of how many APTs are in such orbits, there just seem to be  a lot.
