NASA tracks thousands and thousands of pieces of space debris, but can't track some boats on the open ocean and get to them before entering the zone?

The cape is right next to a port heavily used by recreational boaters. Even with the presence of a large electronic message board that warns boaters about launch activity, there are people who either don't care or can't read. And, of course, there is no shortage of just plain stupid people around here.

It's common for private vessel owner/operators to make dumb mistakes and oversights in general.

A.  NASA does not track space debris, the DOD does it for NASA
B.  It is not NASA's job, It the range's
c.  There are line of sight issues with land based radars
d.  that is why there is helicopters patroling

Ok.. so now this is commerical, and its costing money to sit on a pad.. if you you do not follow the notices, why cannot a civil claim be laid agains the party that does not follow the keep out signs/notices?

A neat feature for nautical GPS units would be receiving an automated broadcast of any NOTAMs so that the captain could be notified immediately.
