From what I've heard it is a rather unpleasant experience for boaters in the range.

The choppers hover right over you (difficult to ignore a Blackhawk 20 ft above you), they drop a 5lb bag of flour on your boat (deliberately making a big mess in order to help get your attention), with a note telling you which direction you need to head in immediately at maximum possible speed.

Once you are outside of the range, Coast Guard will board your boat and you will spend a few hours in their company as they inspect your vessel and question all the passengers.

If the captain has been consuming alcohol (not uncommon), they will be seriously busted.

If you are outside of international waters, you won't be fined.   But gads help you if you are caught inside US territorial, inside an active military range.   You probably won't go to jail, but the authorities will not be "nice" to you for such violations.

Very few people are ever intercepted twice.   Anyone who goes through the wringer once learns very directly, that it isn't worthwhile making that mistake again.

The ocean is a very large place. Coastal interdiction is an extremely difficult job, and the CG doesn't get enough recognition for the job they do.

Got another fishing vessel near the zone.
