Any chance of the USCG detecting these ships before they enter the restricted zone and warning them off.

If they have their radio turned off... A flare across the bow is a pretty good wake up call..

As I understand it, if they are in international waters, they can't be fined, etc. The NOTAM is just a notice, not an ultimatum.

New target is a sailboat. Chopper 2 is nearby, but needs to RTB for fuel. Chopper 1 heading to location to warn the sailboat off.

Lots of recreational traffic on a nice Friday afternoon.
